India’s upstream oil and gas sector received a major policy boost after the Centre announced a reduction in royalty rates on crude oil and natural gas production, triggering a sharp rally in shares of Oil and Natural Gas Corporation and Oil India. Investors interpreted the move as a direct attempt to improve profitability for exploration and production companies at a time when India continues to rely heavily on imported hydrocarbons.


According to details reported, the government’s decision is intended to encourage upstream exploration activity and improve the investment attractiveness of India’s oil and gas sector. Brokerage firm CLSA reportedly noted that lower royalty payouts could materially improve economics for existing and future projects, especially in difficult and marginal fields where profitability remains sensitive to regulatory costs.


The market reaction was immediate. Shares of ONGC and Oil India gained sharply during trading, reflecting expectations of stronger cash flows and potentially improved return ratios. India has been attempting to raise domestic oil and gas output to reduce its dependence on imports, particularly as geopolitical disruptions and fluctuating crude prices continue to expose vulnerabilities in energy supply chains. Despite being one of the world’s largest energy consumers, India imports a substantial portion of its crude oil requirements, creating persistent pressure on the trade balance whenever global oil prices rise sharply.


By lowering royalty obligations, the government is effectively trying to make domestic hydrocarbon production more commercially viable. Exploration activity in India has historically faced challenges including regulatory uncertainty, high development costs, delayed approvals, and limited pricing freedom. Industry participants have repeatedly argued that high royalty and cess burdens reduce incentives to invest in complex or frontier exploration blocks.


The latest measure may therefore be viewed as part of a broader policy recalibration aimed at reviving investor confidence in upstream energy assets. For ONGC and Oil India, which account for a large share of India’s domestic hydrocarbon production, the reduction in royalty payments could directly support earnings visibility if implemented meaningfully across producing assets.
